Acting Chairperson Langlois called a work session meeting of the Board of Water Commissioners to order at 12:00 noon. Commissioners present were Paul Poulin, Lucien Langlois, Robert Delisle and ex-officio member Mayor Bertrand.. Also present were Superintendent Roland Viens, Lynne Lessard & Debbie Baillargeon.
Superintendent Viens proceeded to review the present revenue from water and assessment sales in comparison to actual expenses for operations and debt.
The Board reviewed options for billing water and assessment both in a linear format for all customers and with a minimum for low consumption users and a linear format for the remaining customers. The Superintendent stated that we could initiate a change with a new format for billing that would create the present revenue before any increases are presented. The Board suggested that we bill the present revenue system in order to maintain as close as possible the current billing amounts for each customer. The Board felt there was justification for a minimum billing for low consumption users. The Board also suggested a separate rate for high consumption users to balance the change to a new billing rate system.
Work will continue to developing a new rate schedule. The Board stated that they would hold a public hearing when the final rate system is developed.
Just before closing the meeting Superintendent Viens informed the Board that he had attended a meeting at NHDES on Friday, January 9, 2009 with Henry Noel, Pollution Control Director, to gather information regarding a possible Federal Stimulus Package that will be distributed through NHDES for water, waste water and clean water projects.
There being no further business to come before the Board at this time, it was moved by Mr. Delisle, seconded by Mr. Poulin, with all in favor to adjourn this meeting.
